Noise Pollution Noise pollution is the sum of the negative effects from noise generated by the man on the urban and natural. Article. 2 of the framework law on noise 447/1995 defines it specifically as "the introduction of noise in the living or the external environment such as to cause annoyance or disturbance to rest and to human activities, health hazard, deterioration of ecosystems, material goods, monuments, living environment or outdoor environment, or to interfere with the legitimate fruition environments themselves. "
Recent studies show that noise is one of the main causes of the worsening quality of life in towns, especially in big cities. In fact, despite the past 15 years have been recognized at Community level a decrease in noise levels higher in areas most at risk, the so-called black areas, there was a parallel expansion of the gray areas, that is, those with noise levels set "attention", an event which led to an increase in the population exposed and annulled the positive effects of the first phenomenon.
Background noise is defined by four environmental sectors, corresponding to the external environment, living environment, living environment and working environment for each of which can be identified three environmental elements identified by the sources, the area of \u200b\u200bpropagation of sound waves and mechanical vibrations (sound field) and receptors. For each sector and for each environmental element of the regulatory environment made up by Law No. 447/1995, the implementing decree DL277/91 and individual regional laws (for the Piedmont n.44 of 26/04/2000 and n.52 del 20/10/2000 ) definisce le grandezze fisiche relative all’inquinamento e al rischio da rumore, le modalità di misura, i valori limite di emissione delle sorgenti, di immissione e di esposizione per le zone e i recettori, gli atti e le azioni di pianificazione territoriale e le specifiche competenze.
L’attuale normativa stabilisce inoltre i principali organi di controllo, di solito identificati nei Comuni e nelle Province, e gli enti preposti all’attività di monitoraggio acustico.
